Access to knowledge is a core mission of libraries, archives, and museums. They rely on fair copyright to preserve and give access to cultural and scientific heritage for the benefit of all, now and in the future. Overly restrictive and outdated copyright exceptions undermine their ability to achieve this, in particular in respect of works in their collections that are at risk of deterioration or loss, are out-of-commerce, or are of unique significance to people in other countries. Copyright needs to be fit for preservation, including the use of modern technologies such as mass digitization and online access.

Studies

Studies show that outdated and inadequate exceptions and limitations to copyright in national legislation across the world creates legal uncertainty and severely limits online and physical activities, as well as cross-border collaboration involving libraries, archives and museums.

Proposal

In order to promote legal reforms, members of the A2K Coalition have developed a Proposed Instrument on Preservation of Cultural Heritage ("Preservation Plus"). This promotes both modern preservation exceptions and access possibilities, and so looks to ensure that copyright supports – rather than hinders – heritage preservation and access.
