Access to knowledge is key to the Right to Education. Educators and students rely on fair copyright to choose and adapt materials for teaching and learning. Overly restrictive and outdated copyright exceptions undermine quality teaching and learning. Copyright needs to be fit for education—which spans the lives of learners, and takes place in a variety of formal and informal settings, online as well as off, in national and international contexts.


Studies show that exceptions and limitations to copyright for teaching and learning across the world are often outdated. Inadequate laws create legal uncertainty and severely limit online and physical educational activities, as well as cross-border collaboration and exchange for educators and students located in different parts of the world.

In order to promote legal reforms, members of the A2K Coalition have developed the Civil Society Proposed Treaty on Educational and Research Activities (TERA). It is a draft normative instrument that sets out minimum standards for the use of all types of protected materials - both digital and analog - for education, including across borders.
